Правила оформления статей, представляемых к публикации в журнале «Клиническая офтальмология»
Журнал «Клиническая офтальмология» принимает к печати оригинальные статьи и обзоры по всем разделам офтальмологии, которые ранее не были опубликованы либо приняты для публикации в других печатных и/или электронных изданиях. Все рукописи, поступившие в редакцию и соответствующие требованиям настоящих правил, подвергаются рецензированию. Статьи, одобренные рецензентами и редколлегией, печатаются на безвозмездной основе для авторов. На коммерческой основе в журнале помещаются информационные и/или рекламные материалы отечественных и зарубежных рекламодателей.
Текстовая часть рукописи должна быть максимально простой и ясной, без длинных исторических введений, необоснованных повторов, неологизмов и научного жаргона. Для обозначения лекарственных средств нужно использовать международные непатентованные наименования; уточнить наименование лекарства можно на сайте http://www.grls.rosminzdrav.ru/grls.aspx Необходима максимальная последовательность изложения материала с отчетливым разграничением результатов, полученных автором, от соответствующих данных литературы и их интерпретации. При этом рекомендуется придерживаться следующей схемы изложения (не обозначая их в тексте):
а) введение и цель;
б) материал и методы исследования;
в) результаты;
г) обсуждение;
д) выводы/заключение
ж) литература.
Во введении следует кратко обозначить состояние проблемы, актуальность исследования, сформулировать цель работы и обосновать необходимость проведения исследования или наблюдения. Следует упоминать только о тех работах, которые непосредственно относятся к теме, и не включать данные или выводы, которые будут изложены в этой статье.
При описании материалов и методов исследования следует подробно изложить, каким образом отбирали больных или подопытных животных для наблюдений и экспериментов (в том числе в контрольные группы), указать их возраст, пол и другие влияющие на результат характеристики, описать методы, аппаратуру (в скобках ее производителя и страну или город), а также все процедуры в деталях, достаточных для того, чтобы другие исследователи могли воспроизвести результаты исследования. Следует ограничиться ссылками на общепринятые методы, включая статистические. Необходимо точно указать все использованные лекарственные препараты и химические вещества, дозы и пути их введения. Торговое наименование лекарственного препарата и фирму-производителя можно привести в этом разделе в скобках после его международного непатентованного наименования. Необходимо изложить свои результаты исследования в тексте, таблицах и на рисунках в логической последовательности, не повторять в тексте данные из таблиц или рисунков, выделять или суммировать только важные наблюдения. На все приводимые рисунки и таблицы должна быть ссылка в тексте статьи. Подписи к рисункам, названия таблиц и обозначения на рисунках и таблицах должны быть продублированы на английском языке. Следует указывать статистическую достоверность разницы полученных результатов. Математические формулы должны быть созданы стандартными средствами MS Word, тщательно выверены и размещены в тексте. Единицы измерения следует приводить в метрической системе СИ, температуру — в градусах Цельсия, артериальное давление — в мм рт.ст.
При обсуждении результатов выделяют новые и важные аспекты данного исследования, возможность применения полученных результатов, в том числе в дальнейших исследованиях, а также их ограничения. Результаты исследования критически сравнивают с другими исследованиями в данной области.
Заключение и/или выводы работы нужно связать с целями исследования, при этом следует избегать необоснованных заявлений, не подтвержденных полностью фактами. При необходимости в конце статьи в краткой форме можно выразить благодарности.
Список литературы необходимо размещать в конце текстовой части рукописи по мере цитирования и оформлять согласно стилю Vancouver (NLM). В настоящее время необходимо учитывать требования международных систем цитирования, в соответствии с которыми библиографические ссылки (Список литературы, References) входят в англоязычный блок статьи, а значит, должны приводиться не только на языке оригинала (русском), но и на латинице (романским алфавитом). Таким образом, в публикации у русскоязычных источников должна быть приведена ссылка на русском языке и латиницей. Англоязычные источники публикуются на языке оригинала.

За правильность представленных библиографических данных автор несет ответственность.
Редакция РМЖ «Клиническая офтальмология» в своей работе руководствуется традиционными этическими принципами научной периодики и сводом принципов «Кодекса этики научных публикаций», разработанным и утвержденным Комитетом по этике научных публикаций (Committee on Publication Ethics – COPE), требуя соблюдения этих правил от всех участников издательского процесса.
Введение
1.1. Публикация материалов в рецензируемых журналах не только является простым способом научных коммуникаций, но и вносит значительный вклад в развитие соответствующей области научного знания. Таким образом, важно установить стандарты будущего этичного поведения всех вовлеченных в публикацию сторон, а именно: Авторов, Редакторов журнала, Рецензентов, Издательства и Научного общества для журнала РМЖ «Клиническая офтальмология»
1.2. Издатель не только поддерживает научные коммуникации и инвестирует в данный процесс, но также несет ответственность за соблюдение всех современных рекомендаций в публикуемой работе.
1.3. Издатель берет на себя обязательства по строжайшему надзору за научными материалами. Наши журнальные программы представляют беспристрастный «отчет» развития научной мысли и исследований, поэтому мы также осознаем ответственность за должное представление этих «отчетов», особенно с точки зрения этических аспектов публикаций, изложенных в настоящем документе.
2. Обязанности Редакторов
2.1. Решение о публикации
Редактор научного журнала РМЖ «Клиническая офтальмология» самолично и независимо несет ответственность за принятие решения о публикации, часто в сотрудничестве с соответствующим Научным обществом. Достоверность рассматриваемой работы и ее научная значимость всегда должны лежать в основе решения о публикации. Редактор может руководствоваться политикой Редакционной коллегии журнала РМЖ «Клиническая офтальмология» будучи ограниченным актуальными юридическими требованиями в отношении клеветы, авторского права, законности и плагиата.
Редактор может совещаться с другими Редакторами и Рецензентами (или должностными лицами Научного общества) во время принятия решения о публикации.
2.2. Порядочность
Редактор должен оценивать интеллектуальное содержание рукописей вне зависимости от расы, пола, сексуальной ориентации, религиозных взглядов, происхождения, гражданства или политических предпочтений Авторов.
2.3. Конфиденциальность
Редактор и Редакционная коллегия журнала РМЖ «Клиническая офтальмология» обязаны без необходимости не раскрывать информацию о принятой рукописи всем лицам, за исключением Авторов, Рецензентов, возможных Рецензентов, других Научных консультантов и Издателя.
2.4. Политика раскрытия и конфликты интересов
2.4.1 Неопубликованные данные, полученные из представленных к рассмотрению рукописей, нельзя использовать в личных исследованиях без письменного согласия Автора. Информация или идеи, полученные в ходе рецензирования и связанные с возможными преимуществами, должны сохраняться конфиденциальными и не использоваться с целью получения личной выгоды.
2.4.2 Редакторы должны брать самоотвод от рассмотрения рукописей (а именно: запрашивать Со-редактора, Помощника редактора или сотрудничать с другими членами Редакционной коллегии при рассмотрении работы вместо самоличного рецензирования и принятия решения) в случае наличия конфликтов интересов вследствие конкурентных, совместных и других взаимодействий и отношений с Авторами, компаниями и, возможно, другими организациями, связанными с рукописью.
2.5. Надзор за публикациями
Редактор, предоставивший убедительные доказательства того, что утверждения или выводы, представленные в публикации, ошибочны, должен сообщить об этом Издателю (и/или в соответствующее Научное общество) с целью скорейшего уведомления о внесении изменений, изъятия публикации, выражения обеспокоенности и других соответствующих ситуации заявлений.
2.6. Вовлеченность и сотрудничество в рамках исследований
Редактор совместно с Издателем (или Научным обществом) принимают адекватные ответные меры в случае этических претензий, касающихся рассмотренных рукописей или опубликованных материалов. Подобные меры в общих чертах включают взаимодействие с Авторами рукописи и аргументацию соответствующей жалобы или требования, но также могут подразумевать взаимодействия с соответствующими организациями и исследовательскими центрами.
3. Обязанности Рецензентов
3.1. Влияние на решения Редакционной коллегии
Рецензирование помогает Редактору принять решение о публикации и посредством соответствующего взаимодействия с Авторами также может помочь Автору повысить качество работы. Рецензирование — это необходимое звено в формальных научных коммуникациях, находящееся в самом «сердце» научного подхода. Издатель разделяет точку зрения о том, что все ученые, которые хотят внести вклад в публикацию, обязаны выполнять существенную работу по рецензированию рукописи.
3.2. Исполнительность
Любой выбранный Рецензент, чувствующий недостаточно квалификации для рассмотрения рукописи или не имеющий достаточно времени для быстрого выполнения работы, должен уведомить Редактора журнала РМЖ «Клиническая офтальмология» и попросить исключить его из процесса рецензирования соответствующей рукописи.
3.3. Конфиденциальность
Любая рукопись, полученная для рецензирования, должна рассматриваться как конфиденциальный документ. Данную работу нельзя открывать и обсуждать с любыми лицами, не имеющими на то полномочий от Редактора.
3.4. Требования к рукописи и объективность
Рецензент обязан давать объективную оценку. Персональная критика Автора неприемлема. Рецензентам следует ясно и аргументировано выражать свое мнение.
3.5. Признание первоисточников
Рецензентам следует выявлять значимые опубликованные работы, соответствующие теме и не включенные в библиографию к рукописи. На любое утверждение (наблюдение, вывод или аргумент), опубликованное ранее, в рукописи должна быть соответствующая библиографическая ссылка. Рецензент должен также обращать внимание Редактора на обнаружение существенного сходства или совпадения между рассматриваемой рукописью и любой другой опубликованной работой, находящейся в сфере научной компетенции Рецензента.
3.6. Политика раскрытия и конфликты интересов
3.6.1 Неопубликованные данные, полученные из представленных к рассмотрению рукописей, нельзя использовать в личных исследованиях без письменного согласия Автора. Информация или идеи, полученные в ходе рецензирования и связанные с возможными преимуществами, должны сохраняться конфиденциальными и не использоваться с целью получения личной выгоды.
3.6.2. Рецензенты не должны участвовать в рассмотрении рукописей в случае наличия конфликтов интересов вследствие конкурентных, совместных и других взаимодействий и отношений с любым из Авторов, компаниями или другими организациями, связанными с представленной работой.
4. Обязанности Авторов
4.1. Требования к рукописям
4.1.1 Авторы оригинальной статьи должны предоставлять достоверные результаты проделанной работы также, как и объективное обсуждение значимости исследования. Данные, лежащие в основе работы, должны быть представлены безошибочно. Работа должна содержать достаточно деталей и библиографических ссылок для возможного воспроизведения. Ложные или заведомо ошибочные утверждения воспринимаются как неэтичное поведение и неприемлемы.
4.1.2. Обзоры и научные статьи также должны быть точными и объективными, точка зрения Редакции должны быть четко обозначена.
4.2. Доступ к данным и их хранение
У Авторов могут быть запрошены необработанные данные, имеющие отношение к рукописи, для рецензирования Редакторами. Авторы должны быть готовы предоставить открытый доступ к такого рода информации (согласно ALPSP-STM Statement on Data and Databases), если это осуществимо, и в любом случае быть готовы сохранять эти данные в течение адекватного периода времени после публикации.
4.3. Оригинальность и плагиат
4.3.1 Авторы должны удостовериться, что представлена полностью оригинальная работа и в случае использования работ или утверждений других Авторов должны предоставлять соответствующие библиографические ссылки или выдержки.
4.3.2 Плагиат может существовать во многих формах, от представления чужой работы как авторской до копирования или перефразирования существенных частей чужих работ (без указания авторства) и до заявления собственных прав на результаты чужих исследований. Плагиат во всех формах представляет собой неэтичные действия и неприемлем.
4.4. Множественность, избыточность и одновременность публикаций
4.4.1 Автор не должен публиковать рукопись, по большей части посвященную одному и тому же исследованию, более чем в одном журнале как оригинальную публикацию. Представление одной и той же рукописи одновременно более чем в один журнал воспринимается как неэтичное поведение и неприемлемо.
4.4.2. Автор не должен представлять на рассмотрение в другой журнал ранее опубликованную статью.
4.4.3. Публикация определенного типа статей (например, клинических рекомендаций, переводных статей) в более чем одном журнале является в некоторых случаях этичной при соблюдении определенных условий. Авторы и Редакторы заинтересованных журналов должны согласиться на вторичную публикацию, представляющую обязательно те же данные и интерпретации, что и в первично опубликованной работе.
Библиография первичной работы должна быть представлена и во второй публикации. Более подробную информацию о допустимых формах вторичных (повторных) публикаций можно найти на странице www.icmje.org.
4.5. Признание первоисточников
Необходимо всегда признавать вклад других лиц. Авторы должны ссылаться на публикации, которые имеют значение для выполнения представленной работы. Данные, полученные приватно, например, в ходе беседы, переписки или в процессе обсуждения с третьими сторонами, не должны быть использованы или представлены без ясного письменного разрешения первоисточника. Информация, полученная из конфиденциальных источников, такая как оценивание рукописей или предоставление грантов, не должна использоваться без четкого письменного разрешения Авторов работы, имеющей отношение к конфиденциальным источникам.
4.6. Авторство публикации
4.6.1 Авторами публикации могут выступать только лица, которые внесли значительный вклад в формирование замысла работы, разработку, исполнение или интерпретацию представленного исследования. Все те, кто внес значительный вклад, должны быть обозначены как Соавторы. В тех случаях, когда участники исследования внесли существенный вклад по определенному направлению в исследовательском проекте, они должны быть указаны как лица, внесшие значительный вклад в данное исследование.
4.6.2. Автор должен удостовериться, что все участники, внесшие существенный вклад в исследование, представлены как Соавторы и не приведены в качестве Соавторов те, кто не участвовал в исследовании, что все Соавторы видели и одобрили окончательную версию работы и согласились с представлением ее к публикации.
4.7. Риски, а также люди и животные, выступающие объектами исследований
4.7.1 Если работа предполагает использование химических продуктов, процедур или оборудование, при эксплуатации которых возможен какой-либо необычный риск, Автор должен четко обозначить это в рукописи.
4.7.2 Если в работе предполагается участие животных или людей как объектов исследования, Авторы должны удостовериться, что в рукописи указано, что все стадии исследования соответствуют законодательству и нормативным документам исследовательских организаций, а также одобрены соответствующими комитетами. В рукописи должно быть четко отражено, что от всех людей, ставших объектами исследований, получено информированное согласие. Необходимо всегда следить за соблюдением прав на неприкосновенность частной жизни.
4.8. Политика раскрытия и конфликты интересов
4.8.1 Все Авторы обязаны раскрывать в своих рукописях финансовые или другие существующие конфликты интересов, которые могут быть восприняты как оказавшие влияние на результаты или выводы, представленные в работе.
4.8.2 Примеры потенциальных конфликтов интересов, обязательно подлежащих раскрытию, включают работу по найму, консультирование, наличие акционерной собственности, получение гонораров, предоставление экспертных заключение, патентная заявка или регистрация патента, гранты и другое финансовое обеспечение. Потенциальные конфликты интересов должны быть раскрыты как можно раньше.
4.9. Существенные ошибки в опубликованных работах
В случае обнаружения Автором существенных ошибок или неточностей в публикации, Автор должен сообщить об этом Редактору журнала РМЖ «Клиническая офтальмология» и взаимодействовать с Редактором с целью скорейшего изъятия публикации или исправления ошибок. Если Редактор или Издательство получили сведения от третьей стороны о том, что публикация содержит существенные ошибки, Автор обязан изъять работу или исправить ошибки в максимально короткие сроки.
5. Обязанности Издательства
5.1 Издатель должен следовать принципам и процедурам, способствующим исполнению этических обязанностей Редакторами,
Рецензентами и Авторами журнала РМЖ «Клиническая офтальмология» в соответствии с данными требованиями. Издатель должен быть уверен, что потенциальная прибыль от размещения рекламы или производства репринтов не повлияла на решения Редакторов.
5.2. Издательство должно оказывать поддержку Редакторам журнала РМЖ «Клиническая офтальмология» в рассмотрении претензий к этическим аспектам публикуемых материалов и помогать взаимодействовать с другими журналами и/или Издательствами, если это способствует исполнению обязанностей Редакторами.
5.3. Издатель должен способствовать надлежащей практике проведения исследований и внедрять отраслевые стандарты в целях совершенствования этических рекомендаций, процедур изъятия и исправления ошибок.
5.4 Издатель должен обеспечить соответствующую специализированную юридическую поддержку (заключение или консультирование) в случае необходимости.
Конфликт интересов
Во избежание нарушения публикационной этики следует исключить конфликт интересов всех сторон, участвующих в процессе опубликования рукописи. Конфликт интересов возникает в том случае, если у автора, рецензента или члена редколлегии имеются финансовые, научные или личные взаимоотношения, которые могут повлиять на их действия. Все претензии автор обязуется урегулировать самостоятельно и за свой счет.
При возникновении ситуации, связанной с нарушением публикационной этики любой из сторон, участвующей в редакционно-издательском процессе, требуется обязательное расследование и публичное разъяснение конфликта интересов.
Если материал, содержащий значительные неточности, был опубликован, он должен быть исправлен в форме, доступной для читателей и систем индексирования.

The Journal is aimed to the most topical issues of ophthalmology. We publish polished, concise, highly read and cited articles of topics at the cutting edge of ophthalmologic diseases covering basic, translational and clinical aspects of the field; from state-of-the-art treatments of ophthalmologic diseases to new developments in molecular biology. Evgeny A. Egorov’s main clinival and reserch interests are basic and clinical aspects of ophthalmopharmacology, glaucoma and distrophic eye diseases. His publications include more than 500 reserach papers, 14 monographs, he has 25 patents of invention. Under his supervision there were finished 13 post-doctoral and 32 PhD reserch papers.
The National Quidelines for Ophthalmology (2008), National Quidelines for Glaucoma (2008, 2011, 2013), Cross-national Quidelines for Glaucoma (2012) were published under his editorship.
During a period of 9 years he was an expert at the surgical section of the Higher Attestation Commission Council.
Being a Head of the Academic commission of Ophthalmology (2003-2010) he actively participated in the organization of the teaching process, taking part in development of the methodological teaching programs and textbooks for medical students. As a Head of the Committee of the New Medical Technics (1992-2009) and Pharmacological Ophthalmological Committee of the Ministry of Health of the Russian Federation (1999-2010) he made a noticeable contribution to implementation of new ophthalmological technics and in ophthalmopharmacology. Significant role for professional upgrade of the ophthalmologists is given to annual educational and research sessions and scientific congresses. The All-Russian Ophthalmology School Conference and Russian Glaucoma Congress, which are organized under his guidance, are top-rated in Russia and gained the international recognition.
Dr. Egorov is a highly qualified ophthalmologist who developed and implemented many progressive diagnostic and treatment methods. He operated on more than 10 000 patients with various eye diseases. In 1995 with his participation, the Moscow Glaucoma Center was founded on the base of 15th Municipal hospital. Dr. Egorov as a head of the Glaucoma Center is in charge of the organization of consulting and methodological ophthalmologic help for the glaucoma patients in Moscow.
Dr. Egorov served as a chief ophthalmologist (1996-2006) of Medical Center for President of the Ruissian Federation. He was granted a silver award of the President of Russian Federation and other government awards.
From 2009 until present Dr. Egorov is a President of the Russian Glaucoma Society/ He is also a founder and Vice-President of the Association of Ophthalmologists of Russia, Head of the specialized Expert Glaucoma Committees.
Dr. Egorov is a member of the American Academy of Ophthalmology, European Glaucoma Society, International Society of Refractive Surgery, honored member of Bulgarian scientific ophthalmology society, honored professor of Kazakh and Ufa Scientific Research Institute of Eye Diseases.
Dr. Egorov serves on numerous editorial boards including “Clinical Ophthalmology” (Chief Editor) which citation index is rated as the 1st among other ophthalmological periodicals.

In each issue of the publication highlights the main issues of clinical ophthalmology. We really think, that our articles to improve understanding of the mechanisms of pathogenesis and clinical manifestations of various eye diseases, as well as the formation of a rational approach to diagnosis and treatment. Traditionally, each issue of the publication has a main topic. These topics include, for example glaucoma, modern aspects of medical and surgical treatment, ophthalmooncology, pathology of the retina and optic nerve, medicines treatment of eye diseases, and others. The RMJ Clinical Ophthalmology placed the results of original research, reflecting the success of domestic ophthalmology research, and reviews the current state of theoretical and practical ophthalmology in Russia and abroad. An important part of the publication of the edition are to help the practitioner, as well as placing the point of view of different experts on one of the above-mentioned problems of ophthalmology. In addition to scientific articles, the RMJ Clinical Ophthalmology publishes reviews of the published monographs, manuals, textbooks on ophthalmology, information about conferences, congresses and scientific societies, covers the issues of history of ophthalmology, as well as training and advanced training of medical staff.

Last page of manuscript should include the signatures of all authors. Authors who have sent work via e-mail, would be notified by the magazine by e-mail of acceptance of the manuscript for consideration, or to dismiss the subject as a result of non-compliance, or the requirements of the magazine. By sending the manuscript to the editor of «RMJ. Clinical Ophthalmology», the author undertakes that:
Directs the work that was neither published nor considered for publication nowhere earlier (in whole or in part);
The author has the consent of his employer to publish submissions, or can get it if the need arises;
All co-authors of the work (if any) have seen it in its final form and did not object to its publication;
The author agrees with the requirements of the magazine, and submitted the manuscript corresponds to them completely.
Preparation of manuscripts
Main
All text materials should be prepared in electronic form in the file format MS- Word. When typing the manuscript and use standard Cyrillic fonts True Type Fonts (TTF), preferably Times New Roman Cyr with the size of the symbols 12pt. Line spacing should be bastard. Do not use the mark characters bold, italic, and underline, as well as other methods (complex) text formatting (frames, lines, etc.) without necessity. On a sheet of standard A4 size a field of 2 cm to the left, to the top and to the bottom and 1.5 cm to the right should be left. The manuscript of original articles (excluding title page and illustrations) should not exceed 5-7 pages, reviews of the literature and lectures - not more than 10 messages, letters to the editor and other publications - 2-3 pages.
The structure of the manuscript of the original article
Main
The manuscript should contain the following elements in this order: a title page with the data of the author (s) (all authors and place of work of each of them, with the address and contact information of the author, which will correspond, academic degree and title), and the title of the work reflecting the essence of (no more than 200 characters, including spaces, in the name of inadmissible use of abbreviations, and overall, the text of the article should not be more than 5–7 abbreviations), the page with the abstract work of the text with a list of references, tables and figures.
The text should be carefully verified.
Graphs and charts should not be overwhelmed by text explanations.
Micrographs, drawings and photos may be black and white and / or in color. Captions are optional.
The text of the article and on the fields should have designated places of figures and tables (Figure 1, Table. 1, etc.). Tables should have a title, be compact, have descriptive headings that must exactly match the count in text and numbers to be processed statistically.
Abbreviations (except generally accepted) are not allowed.
Symbols of special terms when first mentioned should be full.
The article must be accompanied by a summary in English and Russian, containing four (4) primary partitions (only for original articles), «Purpose», «Material and Methods», «Results», «Discussion» and/or «Conclusions». In addition, the optional list of key words in Russian and English should be provided. Abstract in English should be submitted for the accurate translation of all the above elements (title, authors' names, place of work, the text of the abstract, keywords).
NB! The abstract should consist of no less than 250 words for structured abstracts and 150 words — for non-structured ones. Title, text of the abstract and key words in English should be fully match those in Russian.
We recommend to use the terms from the list of medical subject headings (Medical Subject Headings), given in a special section of Index Medicus (if this list there are no suitable notation for recently introduced terms, pick the closest in meaning. Articles with a summary and a list of keywords will not be accepted.
The manuscript must be accompanied by a list of references (as the citation), decorated in accordance with modern requirements.
Used drugs and methods of administration tools and devices must have permission of relevant state regulatory bodies.
A detailed description of the requirements
The text of the manuscript should be simple and clear, without a long historical introduction, unreasonable repetitions, neologisms and new scientific words. To indicate the drugs the international nonproprietary names are needed. You can specify the name of the drug on the site www.regmed.ru. It is needed to maximize consistency of presentation with a clear delineation of the results obtained by the author from the relevant literature data and their interpretation. It is recommended to adhere to the following scheme of presentation (not marking them in the text): a) the introduction and a) purpose; b) material and methods; c) results; d) a discussion / conclusions f) references.
The introduction should briefly indicate the state of the problem, the relevance of research to formulate the purpose of work and justify the need for the study or observation. Only those works that are directly related to the subject should be mentioned, do not include data or conclusions that will be presented in the article.
When describing materials and methods of research elaborate on the selected patients or experimental animals for observation and experiments (including those in the control group) to indicate their age, sex and other characteristics affecting the results, describe the methods, apparatus (in brackets it manufacturer and country or city), as well as all treatments in sufficient detail to allow other researchers to reproduce the results. Description of generally accepted methods, including statistics should be limited to the references. It is necessary to specify exactly all drugs and chemicals, the dose and route of administration. Trade name of the drug company and the manufacturer can result in this section in brackets after the international nonproprietary name. It is necessary to present the research results in the text, tables and diagrams in a logical sequence, not to repeat in the text data from tables or figures, isolated or summarize only important observations. All cited figures and tables should be referenced in the text. A statistical significance in difference of the results should be indicated. Mathematical formulas should be created by standard means of MS Word, scrutinized and placed in the text. The units should be given in SI metric system, temperature — Celsius, blood pressure — in mm Hg. In discussion the results provide new and important aspects of this study, the application of the results obtained, including in further studies, as well as their limitations. The study should be critically compared with other studies in this area. Conclusions of the work should be linked to the objectives of the study, so as to avoid unwarranted applications not supported by the facts completely. If necessary the end of the article can be summarized as expressing gratitude.
References should be placed at the end of the manuscript text as citation and issued in accordance with the applicable rules. It is now necessary to consider the requirements of the international systems of citation, according to which the bibliographical references (Bibliography, References) are included in the English-language article unit and, therefore, must be given not only in the original language (Russian), but also in Latin (Roman alphabet). Thus, the publication of Russian-speaking sources should be referenced in Russian and Latin. English-language sources are published in the original language.

Additional recommendations:
The reference in the text of the manuscript, tables and figures on the literary source should be presented in the form of numbers in square brackets (eg [5]), at which the source is located in the reference list. The number of cited sources should not exceed 50–60 for review articles and 12–15 in all other cases. The list of references should include articles, mainly published in the last 10–15 years in refereed journals, monographs and patents, to avoid citing theses, manuals, works from the collections of papers, proceedings of the conference.
Sources in the list of references must be strictly specified in the order of citing. All the sources must be numbered in strict accordance with their numbering in the text. If several works of one author are cited they have to be presented leading to ascending edition.
The article written by a group of authors (more than 4 people) should be placed in the list of references by the name of the first author, and the authors point out two more, and then put «et al." If the author group consists of 4 people, then list all the names. Monograph written by a group of authors (more than 4 people) are placed on the list of books by title. After a slash after the title indicate the names of the three authors, and then put «et al." The output of the monograph must include the full name, place, publisher and year of publication, number of pages. Periodicals and publications result in the list with a brief indication of the adopted name of the source, the year, volume number (issue), pages (from… until…).
The author is solely responsible for the accuracy of the information contained in the list of references. For detailed acquaintance with the rules of registration of the list of references should read the latest issue of the magazine a few.
Tables should be clear, compact and contain a statistically processed material. To create a table use standard means of MS-Word or Excel. Each table should dial 1.5 spacing on a separate page and numbered consecutively in the order of its first mention in the text. Each table should have a short title, and each column in it — a short title (you can use abbreviations decrypted in the footnotes). All explanations should be placed in notes (footnotes), and not in the name of the table. Indicate which statistical parameters were used to represent the variability of the data, such as standard deviation, or the average error of the mean arithmetic. As an alternative to the recommended tables with a large number of data graphics could be applied. The name of the table footnotes and references should be sufficient to understand the information presented in the table without reading the text of the article.
Figures should be submitted in separate files and text, and meet the following requirements: file extension *. tif, * .jpg, * png, * gif; resolution — not less than 300 dpi (pixels per inch); figure should be cut off at the edges of the image and free from dust and scratches; pattern width — from 70 to 140 mm, the height — not more than 200 mm
Charts and graphs should be editable, black and white. The histogram is recommended to alternate solid color (black, white, gray) and the pattern (hatching, diamonds, etc.) in the charts — use well identifiable markers and dashes. All figures and captions should be very apparent. Each figure should be accompanied by brief captions, which together with the designations given in the figure should be sufficient to understand the information presented in the figure without reading the text of the article.
Features of the structure of the manuscripts of other types of publications
In general it should adhere to the above rules in all cases, the preparation of articles with the following features. Abstracts of review articles and lectures can be presented without structuring them into fragments. Other types of publications (letters to the editor, reviews of monographs, information on conferences and other commemorative materials.) Sent without abstracts. Keywords should be given for all kinds of publications.
Review, review and post-processing of the manuscript
Within 5 days of receipt of the manuscript the editorial board holds its initial assessment for compliance with the theme of the magazine and the requirements of these regulations. In case of identifying the inconsistency the author is notified of the rejection of work, indicating the reasons. Rejected at this stage of the article is not reviewed and does not come back.
NB! Terms of consideration in the wording of the articles, including the peer review process and correspondence with the author (s) does not exceed three (3) months.

All scientific manuscripts submitted for publication are subject to peer review.
Editorial staff states if an manuscripts corresponds to the journal’s profile and design requirements, and sends it first to the executive editor who assesses the scientific value of the article and appoints a reviewer with similar specialization. The articles are reviewed by the members of the Editorial Board, top ophthalmologists of the Russian Federation1.
Reviewing time (all period of reviewing procedure is about 3 months) can be extended at reviewer’s request or if the situation so requires.
After analyzing the article the reviewer can advise one of the following:
to publish the article as it is;
the Journal is interested, but the manuscript is not acceptable in its current form and needs to be revised to be considered for publication;
the manuscript requires some revisions before it can be accepted;
the manuscript is not suitable for publication unless the authors conduct further research or collect additional data;
publication is declined and the reviewers’ comments are provided to the authors
All reviewing is confidential. It is conducted by the double-blind method, which means that neither the author, nor the reviewer knows each other’s name. Breach of confidentiality is possible only if there is a reviewer’s statement of consent about reporting his name to the author.
If a review has recommended to correct and revise the article, the editorial office secretary sends the text of the review to the author requesting him to take the recommendations into consideration when preparing a new variant of the article or dispose them reasonably (wholly or partially). An article revised by the author is to be reviewed again.
If an author and a reviewer have irrepressible conflicts concerning an article, the editorial board has a right to send the article to another reviewer. In conflict situations the decision is made by the editor-in-chief.
An article not recommended for publication by a reviewer is not to be re-reviewed. The negative review report is sent to the author by e-mail, fax or by post.
Original copies of reviews are kept in the editorial office for five years.

The associate editor (or Editor-in-chief) communicates this decision to the authors in a detailed letter that puts forth questions raised in the review process and recommends the revisions needed to meet the standards for publication. Authors respond to the associate editor with a revised manuscript and letter detailing the changes. When the manuscript is returned by the author, the associate editor reviews the revised manuscript and decides whether further peer review or statistical review is needed (and often brings the revisions to another editorial meeting for discussion). If additional outside review is not needed, the manuscript is sent to a deputy editor (or Editor-in-chief) for editing and additional revisions in collaboration with the associate editor and authors.
The Editor-in-chief reviews the final submission and may raise further questions. The Editor-in-chief is the only person who can officially accept a paper. The editor’s formal acceptance sends an article into manuscript editing (for copyediting) and production.
The Editorial Board of the RMJ Clinical Ophthalmology follows the conventional ethical principles for scientific periodicals and guidelines of the Publication Ethics Code developed and approved by the Committee on Publication Ethics (COPE) and demands that all those involved in publishing operation should obey these principles.
1. Introduction
1.1. The publication in a peer reviewed learned journal, serves many purposes outside of simple communication. It is a building block in the development of a coherent and respected network of knowledge. For all these reasons and more it is important to lay down standards of expected ethical behaviour by all parties involved in the act of publishing: the author, the journal editor, the peer reviewer, the publisher and the society for society-owned or sponsored journal: RMJ Clinical Ophthalmology
1.2. Publisher has a supporting, investing and nurturing role in the scholarly communication process but is also ultimately responsible for ensuring that best practice is followed in its publications.
1.3. Publisher takes its duties of guardianship over the scholarly record extremely seriously. Our journal programmes record «the minutes of science» and we recognise our responsibilities as the keeper of those «minutes» in all our policies not least the ethical guidelines that we have here adopted.
2. Duties of Editors 2.1. Publication decision – The Editor of a learned RMJ Clinical Ophthalmology is solely and independently responsible for deciding which of the articles submitted to the journal should be published, often working on conjunction with the relevant society (for society-owned or sponsored journals). The validation of the work in question and its importance to researchers and readers must always underwrite such decisions. The Editor may be guided by the policies of the RMJ Clinical Ophthalmology journal’s editorial board and constrained by such legal requirements as shall then be in force regarding libel, copyright infringement and plagiarism. The editor may confer with other editors or reviewers (or society officers) in making this decision.
2.2. Fair play – An editor should evaluate manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors.
2.3. Confidentiality – The editor and any editorial staff of RMJ Clinical Ophthalmology must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.
2.4. Disclosure and Conflicts of interest
2.4.1. Unpublished materials disclosed in a submitted manuscript must not be used in an editor’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
2.4.2. Editors should recuse themselves (i.e. should ask a co-editor, associate editor or other member of the editorial board instead to review and consider) from considering manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or (possibly) institutions connected to the papers.
2.5. Vigilance over published record – An editor presented with convincing evidence that the substance or conclusions of a published paper are erroneous should coordinate with the publisher (and/or society) to promote the prompt publication of a correction, retraction, expression of concern, or other note, as may be relevant.
2.6. Involvement and cooperation in investigations – An editor should take reasonably responsive measures when ethical complaints have been presented concerning a submitted manuscript or published paper, in conjunction with the publisher (or society). Such measures will generally include contacting the author of the manuscript or paper and giving due consideration of the respective complaint or claims made, but may also include further communications to the relevant institutions and research bodies.
3. Duties of Reviewers 3.1. Contribution to Editorial Decisions – Peer review assists the editor in making editorial decisions and through the editorial communications with the author may also assist the author in improving the paper. Peer review is an essential component of formal scholarly communication, and lies at the heart of the scientific method. Publisher shares the view of many that all scholars who wish to contribute to publications have an obligation to do a fair share of reviewing.
3.2. Promptness – Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor of RMJ Clinical Ophthalmology and excuse himself from the review process.
3.3. Confidentiality – Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorised by the editor.
3.4. Standard and objectivity – Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.
3.5. Acknowledgement of Sources – Reviewers should identify relevant published work that has not been cited by the authors. Any statement that an observation, derivation, or argument had been previously reported should be accompanied by the relevant citation. A reviewer should also call to the editor’s attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.
3.6. Disclosure and Conflict of Interest
3.6.1. Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

4. Duties of Authors 4.1. Reporting standards
4.1.1. Authors of reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behaviour and are unacceptable.
4.1.2. Review and professional publication articles should also be accurate and objective, and editorial 'opinion’ works should be clearly identified as such.
4.2. Data Access and Retention – Authors may be asked to provide the raw data in connection with a paper for editorial review, and should be prepared to provide public access to such data (consistent with the ALPSP-STM Statement on Data and Databases), if practicable, and should in any event be prepared to retain such data for a reasonable time after publication.
4.3. Originality and Plagiarism
4.3.1. The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others, this has been appropriately cited or quoted.
4.3.2. Plagiarism takes many forms, from ‘passing off’ another’s paper as the author’s own paper, to copying or paraphrasing substantial parts of another’s paper (without attribution), to claiming results from research conducted by others. Plagiarism in all its forms constitutes unethical publishing behaviour and is unacceptable.
4.4. Multiple, Redundant or Concurrent Publication
4.4.1. An author should not in general publish manuscripts describing essentially the same research in more than one journal of primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behaviour and is unacceptable.
4.4.2. In general, an author should not submit for consideration in another journal a previously published paper.
4.4.3. Publication of some kinds of articles (eg, clinical guidelines, translations) in more than one journal is sometimes justifiable, provided certain conditions are met. The authors and editors of the journals concerned must agree to the secondary publication, which must reflect the same data and interpretation of the primary document. The primary reference must be cited in the secondary publication. Further detail on acceptable forms of secondary publication can be found at www.icmje.org.
4.5. Acknowledgement of Sources – Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work. Information obtained privately, as in conversation, correspondence, or discussion with third parties, must not be used or reported without explicit, written permission from the source. Information obtained in the course of confidential services, such as refereeing manuscripts or grant applications, must not be used without the explicit written permission of the author of the work involved in these services.
4.6. Authorship of the Paper
4.6.1. Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors.
4.6.2. The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper, and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.
4.7. Hazards and Human or Animal Subjects
4.7.1. If the work involves chemicals, procedures or equipment that have any unusual hazards inherent in their use, the author must clearly identify these in the manuscript.
4.7.2. If the work involves the use of animal or human subjects, the author should ensure that the manuscript contains a statement that all procedures were performed in compliance with relevant laws and institutional guidelines and that the appropriate institutional committee(s) have approved them. Authors should include a statement in the manuscript that informed consent was obtained for experimentation with human subjects. The privacy rights of human subjects must always be observed.
4.8. Disclosure and Conflicts of Interest
4.8.1. All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.
4.8.2. Examples of potential conflicts of interest which should be disclosed include employment, consultancies, stock ownership, honoraria, paid expert testimony, patent applications/registrations, and grants or other funding. Potential conflicts of interest should be disclosed at the earliest possible stage.
4.9. Fundamental errors in published works – When an author discovers a significant error or inaccuracy in a published work, it is the author’s obligation to promptly notify the editor of RMJ Clinical Ophthalmology journal and cooperate with Publisher to retract or correct the paper, If the editor or the publisher learn from a third party that a published work contains a significant error, it is the obligation of the author to promptly retract or correct the paper.
5. Duties of the Publisher (and if relevant, Society) 5.1. Publisher should adopt policies and procedures that support editors, reviewers and authors of RMJ Clinical Ophthalmology in performing their ethical duties under these ethics guidelines. The publisher should ensure that the potential for advertising or reprint revenue has no impact or influence on editorial decisions.
5.2. The publisher should support RMJ Clinical Ophthalmology journal editors in the review of complaints raised concerning ethical issues and help communications with other journals and/or publishers where this is useful to editors.
5.3. Publisher should develop codes of practice and inculcate industry standards for best practice on ethical matters, errors and retractions.
5.4. Publisher should provide specialised legal review and counsel if necessary.

Publication in RMJ Clinical Ophthalmology is free of charge for all the authors.

Plagiarism detection
RMJ Clinical Ophthalmology use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy Prior to acceptance and publication in RMJ Clinical Ophthalmology authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in RMJ Clinical Ophthalmology we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.
